Who
D. D. Streetjam was a performer in the Australian folk music scene in the early 90s.
What
His musical style is celtic. Predominantly styled after jigs and reels, but with some spacey elements to the sound too.
The instrument was, as far as recalled, an electric (or at least, amplified) lute or similar small stringed instrument.

I (nemo) bought a tape from him, busking in Canberra circa 1992. The track listing is:
